Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 4, 2024 <br />TOPIC: Automated License Plate Reading Cameras for the On -Going Parking Study <br />AGENDA TITLE <br />Purchase Order to EyeP Solutions, Inc. for a Mapping License Subscription and Two <br />Portable Cameras (Spec No. 24-077) (General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to EyeP Solutions, Inc. <br />for a one-year mapping license subscription and two portable cameras in an amount not <br />to exceed $66,107. <br />GOVERNMENT CODE 484308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency's Traffic Engineering Division is responsible for the <br />management of the citywide permit parking program. On September 6, 2022, the City <br />Council awarded a contract to Dixon Resources Unlimited for consulting services for the <br />Citywide Parking Study (Exhibit 1). These services have aided the City in identifying <br />feasible solutions for the City's current parking concerns such as potential permit <br />parking programs to meet modifications increasing parking demands of the city. <br />On August 1, 2023, the City Council adopted a resolution for the use of Automated <br />License Plate Reader (ALPR) technology in an effort to conduct a comprehensive <br />evaluation of the Permit Parking Program (Exhibit 2). The purpose is to update the <br />program guidelines and requirements that were initially established in the early 1990s. <br />As a part of the ongoing Permit Parking Program evaluation, parking studies must be <br />conducted to evaluate and inventory public street parking spaces and street density. <br />Staff has identified the need for purchasing two magnetic -removable car mounted <br />cameras to efficiently capture street density. In an effort to eliminate user and <br />technological errors, staff recommends purchasing magnetic -removable car mounted <br />cameras to increase the efficiency and safety of the parking study. The system provided <br />by EyeP Solutions conforms to the ALPR resolution adopted by the City Council. <br />Santa Ana Ordinance No. NS-3041 authorizes the City to make non -bid purchases of <br />services, supplies, materials, and equipment whenever it shall appear that there is only <br />
