GOVERNMENT CODE §84308 APPLIES: Yes DISCUSSION The Police Department plays a vital role in addressing community and City Council complaints regarding City codes and law violations. Often, these violations involve public nuisances and activities that are detrimental to the health and safety of the community. Security cameras enable Police Department personnel to monitor community complaints regarding street takeovers, narcotics sales, and other chronic public nuisances throughout the city. The ability to accurately see and record alleged activity with security cameras allows the City to adequately address the violations through potential criminal enforcement and prosecution and highly effective civil abatement proceedings. This purchase request is for four camera systems. These camera systems include proprietary software that capture and record illegal activities. The data obtained from these camera systems will only be used by the City of Santa Ana for enforcement purposes. This data will not automatically be shared with other local, state, or federal agencies. Santa Ana Ordinance No. NS-3041 authorizes the City to make non -bid purchases for services, supplies, materials, and equipment whenever it shall appear that there is only one reasonably available source. The security cameras and accessories are proprietary, sole source, and sold exclusively from Sandoval Custom Creations, Inc. Staff recommends authorizing the purchase order to Sandoval Custom Creations, Inc.
