By setting ambitious <br />but achievable emissions reduction targets and laying out thoughtfully <br />planned greenhouse gas (GHG) emissions reduction and climate ad- <br />aptation measures, the CAAP will lay a pathway to achieving the City's <br />climate goals. The study is under preparation and draft actions include <br />the following: <br />• Expand bicycling and walking options through infrastructure im- <br />provements. <br />• Increase transit ridership through the enhancement and expansion <br />of connected transit lines. <br />City of Orange <br />City of Orange 2010 General Plan <br />General Plan Vision <br />The General Plan Vision offers a vision statement that aligns with Vi- <br />sion Zero goals; "Residential areas ... balanced, multimodal circulation <br />network that accommodates vehicles, pedestrians, cyclists, hikers, <br />and equestrians. This network will create additional opportunities for <br />walking and biking, enhancing circulation safety,..." <br />rculation Element <br />The Circulation Element has numerous references to safe multimodal <br />connections, including bike and pedestrian modes, with cross sections <br />showing bike lanes and separated paths which suggest support for the <br />Vision Zero goal of reductions in roadway collisions and injuries. <br />Infrastructure Element <br />The Infrastructure Element does not directly reference Vision Zero top- <br />ics but supports implementation of bike lanes and sidewalks. <br />Urban Desian Element <br />The Urban Design Element does not directly reference Vision Zero <br />topics but encourages bike facilities and sidewalks. The General Plan <br />states the City will provide safe multi -modal routes to walk, bike, and <br />drive; "City will update the Zoning Code to encourage features that <br />buffer street activity and pedestrians from automobile traffic by provid- <br />ing both distance and substantial landscaping. Within mixed -use areas <br />and other commercial districts, the City will employ pedestrian -friendly <br />amenities such as enhanced crosswalk areas, lighting, benches, and <br />trash receptacles to create a safer, more inviting, and more walkable <br />environment" <br />12 <br />
