EXHIBIT 2 <br />RESOLUTION NO. 2024-xxx <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA APPROVING AND ADOPTING THE SANTA ANA <br />VISION ZERO PLAN <br />WHEREAS, the City of Santa Ana ("City") has prioritized Citywide traffic safety and <br />initiated a number of projects designed to address the safety of the City's transportation <br />system; and <br />WHEREAS, the City has previously undertaken studies and research in order to <br />best address safety of all users of the City's transportation system, including vehicles, <br />pedestrians, and bicyclists; and <br />WHEREAS, the City seeks to integrate all modes of transportation, including <br />bicycling, walking, and public transportation, into the design of streets and highways to <br />increase capacity and efficiency, reduce congestion, limit emissions, and improve general <br />quality of life; and <br />WHEREAS, the City adopted a resolution in support of the Department of <br />Transportation's Safer People, Safer Streets: Pedestrian and Bicycle Safety Initiative <br />(Resolution 2015-009) on February 17, 2015. The initiative challenged local agencies to <br />take significant action to improve safety for bicycle riders and pedestrians; and <br />WHEREAS, on November 15, 2016, the City approved and adopted the Safe <br />Mobility Santa Ana ("SMSA") Plan (Resolution 2016-082). The stated goals of the SMSA <br />Plan are to substantially increase safe mobility, to achieve zero fatal bicycle and <br />pedestrian collisions, reduce vehicle speed, and minimize demonstrated collision <br />patterns; and <br />WHEREAS, the City desires to update and build upon the success of the SMSA <br />Plan with a new, comprehensive traffic safety plan called Santa Ana Vision Zero Plan <br />("SAVZ"); and <br />WHEREAS, the City has completed the SAVZ Plan, which evaluates mobility <br />priorities and identifies innovative solutions to provide for all-around safety within the City <br />and eliminate traffic -related fatalities and serious injuries by 2040. The SAVZ Plan <br />analyzes numerous factors, such as citywide trends in traffic safety, and recommends <br />solutions, goals, and objectives to be implemented within the City; and <br />WHEREAS, the approval and adoption of the SAVZ Plan will make the City eligible <br />to apply for grant funding opportunities, such as HSIP (Highway Safety Improvement <br />Program) and SS4A (Safer Streets and Roads for All). These grant programs require local <br />roadway safety plans to be updated and revalidated every five years; and <br />WHEREAS, pursuant to the California Environmental Quality Act ("CEQA"), City <br />Resolution 2024-xxx <br />Page 1 of 3 <br />
