vehicles violating pedestrian right-of-way as the most frequent cause, <br />followed by improper driving, then signals and signs violations, unsafe <br />speed, and pedestrian violations. <br />Research from 2019 from the NYC Department of Transportation <br />showed that in general, despite what is reported in crash reports, it is <br />not "Pedestrian Right of Way Violation" that typically leads to crashes <br />but instead it is "dangerous driver behavior —speeding and failure to <br />yield —that is killing pedestrians," as described in the study. <br />Figure 3-7 shows five years of pedestrian collisions with a concentra- <br />tion in the downtown area. There are high densities around the primary <br />east -west corridors of 1st Street and 17th Street.
