Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 34 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 4, 2024 <br />TOPIC: Resolution for Fiscal Year 2024-25 Senate Bill 1 Local Streets and Roads <br />Funding Program <br />AGENDA TITLE <br />Resolution to Maintain Eligibility for the Fiscal Year 2024-25 Senate Bill 1 Local Streets <br />and Roads, Road Repair and Accountability Act Funding Program (Non -General Fund) <br />RECOMMENDED ACTION <br />Adopt a Resolution affirming the Fiscal Year 2024-25 Senate Bill 1 projects list and <br />anticipated Road Maintenance and Rehabilitation Account funding in the amount of <br />$8,039,480, to be submitted to the California Transportation Commission for budgeting <br />the Fiscal Year 2024-25 Capital Improvement Program and maintaining eligibility for <br />Road Repair and Accountability Act funding. <br />RESOLUTION NO. 2024-XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ADOPTING A LIST OF PROJECTS TO BE FUNDED BY <br />FISCAL YEAR 2024-25 SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF <br />2017 <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />In April 2017, Senate Bill 1 (SB1), the Road Repair and Accountability Act (RMRA) of <br />2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law <br />by the Governor of California to address basic road maintenance, rehabilitation, and <br />critical safety needs on both the state highway and the local streets systems. During the <br />RMRA program application period each year, local agencies are required to adopt a <br />Resolution that includes a list of planned eligible projects that will utilize respective fiscal <br />year RMRA funding, and submit the Resolution to the California Transportation <br />Commission (CTC) (Exhibit 1). Each proposed RMRA-funded project must be <br />specifically differentiated from the Highway Users Tax Account (HUTA) funding. <br />The City will receive funding in an estimated amount of $8,038,480 in Fiscal Year 2024- <br />25 (FY24-25) from RMRA revenues. Each year, the City must submit a proposed RMRA <br />projects list to the CTC, and as required, provide updates on the project progress. The <br />
