EXHIBIT 1 <br />HOUSING SECURITY <br />The number of Orange County residents living in sheltered homeless arrangements increased from 2,661 <br />in 2022 to 2,993 in 2023, an increase of 12.5 percent. Sheltered homeless arrangements include residents <br />in emergency shelters, transitional housing, and Safe Haven proiects. Approximately 953 of these residents <br />(or 31.8 percent) were 'adults and children,' representing a slight increase over the total of 950 measured <br />in 2021. The number of homeless sheltered adults in Crange County increased from 1,704 to 2,029, <br />an increase of 19.1 percent, while the number of homeless `children only` increased. This increase in <br />homelessness, which reflects the impact of declining affordability rates and other financial hardships, will <br />be an ongoing concern in the near term. However, the increase in sheltered homeless arrangements also <br />highlights there are more sheltered beds for homeless residents than ever before.
