City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />The Recovery Organization consists of the five functional areas of SEMS and ICS systems: Management, <br />Operations, Planning, Logistics and Finance/Administration. Because of the widespread, interdepartmental <br />and interagency nature of recovery, the Recovery Operations Section is constructed of Recovery Support <br />Functions (RSFs). An RSF is an assembly of various staff, departments and agencies (City and external), <br />similar to a task force, required to fulfill specific recovery missions.
