City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />2.3 Hazard Analysis Process and Ranldngs <br />Hazard analysis provides information on the hazards that are reasonably likely to occur in or affect the City of <br />Santa Ana; an assessment of the risk to life, property and the environment that may result from the hazard event; <br />and potential locations within or around the City that may be susceptible to the event. <br />Hazard analysis is dependent on the availability of data for each hazard. Analysis is based on the record of <br />historical events as well as future projections, and data is drawn from such disciplines as geography and geology, <br />climate and weather, population and demographics, infrastructure and development, and homeland security. <br />Gathering data for hazard analysis requires a commitment of resources from multiple City departments and <br />relevant outside agencies. <br />Santa Ana's Hazard Analysis is prepared through discussion among representatives from emergency management, <br />police, fire, public works and engineering, planning and development services, City administration and outside <br />resources. <br />Santa Ana's hazard analysis consists of a three -step process: <br />1. List all natural, technological or human -caused hazards that may reasonable, foreseeably harm the City. <br />2. Score each identified hazard on the following criteria and points: <br />o Frequency of Occurrence <br />• Rare or Unlikely 1 <br />• Occasional 2 <br />• Common <br />o Geographic Extent <br />• One or Few Locations <br />• Citywide Impact <br />• County/State/NafronalImpacts <br />o Harm to Persons (Injuries or Deaths) <br />• Little or No Physical Injury <br />• EMS/Hospitals/Coroners Strained <br />• EMS/Hospitals/Coroners Overwhelmed <br />o Damage to Property or Infrastructure <br />• Little or No Physical Damage <br />• Hours or Days of Cleanup or Repairs <br />• Weeks or Months of Cleanup or Repairs <br />o Warning Time Received <br />• Days or Hours <br />• Minutes <br />• None <br />3. Total the points scored for each hazard, resulting in a numerical ranking of all hazards. <br />This numerical ranking is not a mathematical certainty, but instead is a guide for prioritizing planning efforts, <br />preparedness resources and community education. <br />This hazard analysis indicates that the City is at risk from a variety of natural, technological and human -caused <br />hazards, with the potential to cause disasters exceeding any one jurisdiction's capabilities to successfully respond and <br />manage the event, making coordinated command and control and the support of outside resources essential. <br />The current Hazard Analysis ranking for the City of Santa Ana appears below: <br />31 <br />
