RESOLUTION NO. 2024-xxx <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA CONCERNING THE STATUS AND UPDATE OF THE <br />PAVEMENT MANAGEMENT PLAN FOR THE MEASURE M2 <br />PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. The City of Santa Ana is required to meet eligibility requirements and submit <br />eligibility verification packages to the Orange County Transportation Authority <br />(“OCTA”) in order to remain eligible to receive Measure M2 funds. <br />B. On a biennial basis, the City of Santa Ana is required to adopt and update a <br />Pavement Management Plan (“PMP”), using the required format, regarding the <br />status of road pavement conditions and implementation of the PMP. <br />C. The City of Santa Ana is required to provide a plan that manages the <br />preservation, rehabilitation, and maintenance of paved roads by analyzing <br />pavement life cycles, assessing overall system performance costs, and <br />determining alternative strategies and costs necessary to improve paved roads. <br />Section 2. The City Council hereby declares that the PMP is in conformance with <br />the PMP Submittal Template provided in the Countywide Pavement Management Plan <br />Guidelines. <br />Section 3. The City of Santa Ana hereby adopts a PMP and has provided an <br />updated PMP report, using the required format, to OCTA. <br />Section 4. The City Council authorizes the Executive Director of the Public Works <br />Agency, the City Engineer, or his or her designee to sign the PMP certification form. <br />Section 5. This Resolution shall take effect immediately upon its adoption by <br />the City Council, and the City Clerk shall attest to and certify the vote adopting this <br />Resolution. <br />EXHIBIT 1
