4.1 Overview <br />Purpose <br />Thorough community engagement routed in equity is essential to un- <br />derstand the City's current state of infrastructure and to address the <br />types of improvements needed for a safe and enjoyable multimodal <br />network. The Santa Ana Vision Zero Plan conducted outreach from <br />Fall 2022 through Spring of 2023. Outreach efforts were led by Lati- <br />no Health Access (LHA), a non-profit who has been ingrained in the <br />community for many years and has built an extensive network to solicit <br />feedback and gain trust with Santa Ana residents. They have been an <br />integral part of the community engagement components of the Down- <br />town and Central Complete Streets Plan and the Active Transportation <br />Plan. <br />Latino Health Access <br />Latino Health Access (LHA) applies a highly participatory methodol- <br />ogy in community engagement and has built long-standing relation- <br />ships with community members. LHA delivers culturally appropriate <br />health -related services and equitable programming and is well versed <br />in engaging individuals in low-income, low -opportunity areas in trans- <br />forming their environments and creating positive, concrete changes. <br />LHA has trained volunteers, students, community -peer networks and <br />promotores, or community experts, who live in the community and <br />have connections with individuals and families experiencing the most <br />significant vulnerability. The relationships with the community enable <br />trust, information -sharing, and lifts the voices of residents who may <br />not have otherwise been included in a conventional engagement ap- <br />proach. LHA brings the project to the public rather than expecting the <br />public to show up to project meetings. This broader reach strengthens <br />the value of the input collected in the project and has been an asset to <br />informing project recommendations. The community engagement con- <br />ducted in the SAVZ Plan helped inform project recommendations and <br />also built a foundation for further funding to bring these projects to life. <br />Outreach Efforts <br />The team, led by LHA, collaborated to develop a Community Engage- <br />ment Plan (CEP) for virtual and in -person outreach strategies in accor- <br />dance with COVID-19 protocols. The tasks included in the CEP are list- <br />ed below. <br />• Monthly Project Development Team (PDT) meetings <br />• Five (5) community events <br />• Up to five (5) Stakeholder Advisory Group meetings <br />• Community survey <br />• Pop -ups <br />• Social media posts <br />• Educational video <br />• Project website <br />4.2 Outreach Materials <br />Draft outreach materials were developed including project branding, <br />social media content, online maps, infographics, flyers, and information <br />sheets to support the community survey distribution and stakeholder <br />meetings. All materials were designed in English, Spanish, and Viet- <br />namese with Spanish -speakers present at all events to accommodate <br />the diversity of City residents. Some materials such as the survey and <br />flyers were distributed both online and in printed format as well as by <br />City Staff at various neighborhood association meetings. <br />,Ns,y a aqv o o <br />68 <br />
