Parties will work to provide technical assistance to ensure correct data collection <br /> practices by street outreach teams. <br /> n. Racial and ethnic disparities in the number of people with successful placements from <br /> street outreach projects. <br /> i. Parties will work to ensure that outreach materials and diversion strategies are <br /> inclusive, culturally sensitive, and tailored to the unique needs and challenges <br /> faced by the BIPOC community. <br /> 3. The Parties' roles and responsibilities for Key Actions as specified in Section 2.3 in Attachment <br /> to ensure racial and gender equity in service delivery,housing placements,housing retention,and <br /> any other means to affirm equitable access to housing and services for racial and ethnic groups <br /> overrepresented amount residents experiencing homelessness are detailed below: <br /> a. Ensure racial and gender equity in service delivery. <br /> i. The Orange County CoC and County will work towards developing a homelessness <br /> response system that reduces the growing number of individuals and families, <br /> who identify as BIPOC,and are experiencing homelessness. <br /> ii. Parties will work to prioritize the use of qualitative data in strategic planning to <br /> address gender inequities. <br /> b. Ensure racial and gender equity in housing placements. <br /> i. The Orange County CoC and County will work to develop a community-wide <br /> system that is responsive to the unique circumstances and needs of those facing <br /> homelessness, rooted in racial and social justice, and free of bias and <br /> discrimination throughout outreach, assessment, prioritization, matching, and <br /> placement processes. <br /> ii. Parties will work to support landlord engagement to mitigate gender disparities, <br /> specifically those who identify as LGBTQ+, and racial bias and develop more <br /> affordable housing opportunities. <br /> c. Ensure racial and gender equity in housing retention. <br /> i. Parties will work to ensure that outreach materials and diversion strategies are <br /> inclusive, culturally sensitive, and tailored to the unique needs and challenges <br /> faced by the BIPOC community. <br /> ii. Parties will work to build staff capacity and provide additional training on anti- <br /> racism, implicit bias, LGBTQ+ allyship, and cultural humility to work to prevent <br /> discrimination and bias. <br /> d. Change procurement of other means to affirm equitable access to housing and services <br /> for overrepresented groups among people experiencing homelessness in the region. <br /> i. Parties will work to develop a plan for integrating diverse partners with lived <br /> experience of homelessness into decision-making processes and ensure <br /> authentic engagement including compensation and support, as needed. <br /> 4.
