(Rincon) to provide historic preservation contract planning <br />services. Below is a brief scope of work and cost for the services requested. <br />Scope <br />Rincon will provide a contract planner to provide staff augmentation services for approximately 30 hours a week <br />for an estimated period of 6 months. Services include providing a contract planner who will provide in -person <br />services one day a week, as determined by City staff, and will be remote for the remainder of the hours. Duties <br />of the contract planner may include the following, as determined necessary by City staff: <br />• Answering phone/email inquiries regarding Santa Ana's Historic Preservation Program; <br />• Conducting site visits; <br />• Preparing local register listing and potential Mills Act assessments; <br />• Preparing Department of Parks and Recreation (DPR) 523 forms for properties deemed eligible for <br />listing in the historic register; <br />• Providing Historic Resources Commission support including preparation of staff reports, resolutions and <br />exhibits, coordinating with City Attorney's Office, PowerPoint visual and oral presentations; <br />• Providing environmental review including Section 106; <br />• Applying the Secretary of the Interior's Standards analysis to historic properties and conduct design <br />review; <br />• Operating as a liaison between the City and Neighborhood Review Committees; <br />• Processing the following applications: <br />o Neighborhood Review <br />o Local register <br />o Mills Act <br />o Historic Exterior Modification Application (HEMA)/ Certificate of Appropriateness <br />o Accessory Dwelling Units; <br />o Development Project Review <br />• Overseeing Mills Act self -monitoring program; <br />• Overseeing segments of Santa Ana Municipal Code Chapter 30 (historic preservation code) updates; <br />and <br />• Providing general planning support including planning counter service, fielding planning inquiries, <br />understanding and applying the Santa Ana Municipal Code sections related to Planning and Historic <br />www. ri ncon consu Its nts.com <br />
