Curb -to -curb cross sections at 50 <br />feet on center will be provided that will show <br />existing conditions and allow us to match existing <br />pavement and other improvements. <br />Horizontal and Vertical Alignment — Rideability <br />of the street, especially the intersections, is of key <br />interest to the City and the traveling public. The <br />horizontal alignment for the streets and intersections <br />is typically established and the rehabilitation will <br />follow the present alignment. Rideability, as well as <br />drainage, become issues as the street is rehabilitated <br />or reconstructed and the existing cross slopes are <br />modified due to overlays and grinding to match <br />existing conditions. Intersections require additional <br />attention since grinding, leveling and overlaying <br />seem to exacerbate the current marginal cross slopes <br />typically seen in urban intersections. We propose to <br />prepare 1" = 20' scale (1:200 metric) intersection <br />grid detail layout sheets for the major intersections <br />to ensure rideability and drainage requirements are <br />being met. <br />Utilities — Utility work, related to any street <br />rehabilitation /reconstruction, is critical to the overall <br />success of the project. Overlay of existing streets <br />requires that surface visible utility covers /manholes <br />be adjusted to finished grade. Rehabilitation of <br />urban streets, especially the intersections, requires <br />that underground utilities be accurately identified <br />and located to avoid potential impacts due to <br />excavation and existing pavement removals during <br />construction. This work is performed with the <br />assistance of the utility owners. ASL will coordinate <br />our utility work with the City and the various utility <br />owners and be proactive at the beginning of the <br />project in getting accurate utility data and in <br />determining the necessary utility owner's review and <br />processing requirements. <br />Access to Adjacent Properties — Access to adjacent <br />commercial businesses, passage of traffic through <br />the project during construction and impacts to traffic <br />flow patterns in the project area are key issues to be <br />addressed during the construction staging and traffic <br />control portion of the work. Normal traffic flow <br />anticipated on the other major arterials and local <br />streets in and around the project will be disrupted <br />during construction due to the extent and duration of <br />the work. Law enforcement and emergency services <br />will require notification and alternate routes in order <br />Is <br />to met health and safety requirements. Bus routes <br />will require coordination during the design to <br />provide input for the construction staging plans and <br />reduce service disruption during construction of the <br />improvements. The adjacent commercial and retail <br />businesses will require access during construction. <br />In order to accommodate these needs during <br />construction, we feel a construction staging plan will <br />be necessary to provide direction to the contractor <br />and assurance to the public that the City has <br />recognized the potential impacts or the project and <br />has taken steps to mitigate them through the use of <br />well planned construction staging and traffic control. <br />The potential exists for a project to impact a major <br />arterial. There may be a need to implement a Traffic <br />Management Plan for the overall project area and <br />development of stage construction and traffic control <br />plans that will significantly reduce complaints and <br />improve traffic operations and safety throughout the <br />project area during construction. Our in -house traffic <br />engineering staff will work with the City to establish <br />workable and realistic traffic control parameters for <br />use by the construction contractor. <br />We believe that the success of any project will depend <br />upon adequately addressing these key elements during <br />preparation of the preliminary and final plans, <br />specifications and estimates (PS &E) package. <br />Once the preliminary phase work tasks have been <br />completed, reviewed and approved by the City and <br />impacted agencies, ASL will incorporate comments and <br />begin work on the final phase which includes the final <br />PS &E. We anticipate making two plan check submittals <br />(65% and 95% PS &E) and the final (100 %) PS &E <br />package will be submitted after all reviews and <br />approvals have been completed. <br />ASL will prepare the roadway and traffic plan sheets to <br />the City of Santa Ana standards.
