r <br />� I <br />� I <br />• • <br />SECTION III: STAFFING AND MANAGEMENT PLAN <br />The organization chart included at the end of this section <br />defines the project role of each key team member and <br />delineates communication and reporting relationships <br />among the key project staff. Resumes of key project <br />team members for ASL, project descriptions that <br />demonstrate their relevant experience in providing <br />engineering design, PS &E and construction support <br />services are included in the Appendix of this proposal. <br />The ASL project team will work in partnership with the <br />City and other affected agencies to successfully complete <br />assigned projects. ASL, an Orange County firm with an <br />office in Irvine, has formed an experienced team of <br />professionals to complete assigned as- needed projects for <br />the City. Our goal is to provide a Project Manager, <br />Jeffrey Fromhertz, P.E., who will be the primary contact <br />with the City and have overall project management <br />responsibility. He will be assisted by key discipline <br />design team Project Engineers that will include: Kekoa <br />Anderson, P.E., roadway design; Robert Skands, P.E., <br />drainage design; Peter Kim, P.E., T.E., traffic design; <br />Richard Lopez, L.S., survey, mapping, right -of -way and <br />construction staking; and Daniel J. Novak, P.E., S.E., <br />structural and bridge design. Our goal will be to assume <br />turn-key responsibility for the selected project requiring <br />minimal City staff time that will be primarily limited to <br />decision making and plan check. ASL will be the prime <br />consultant and will be responsible for overall project <br />management to include schedule and budget control. <br />The key to providing efficient and cost - effective <br />planning, design and construction engineering services is <br />to clearly define the internal and external <br />communications network and delegate responsibility for <br />decision - making to those directing the day -to -day work. <br />We have structured our design team so that experienced <br />discipline Project Engineers are responsible for providing <br />technical leadership, day -to -day monitoring of task <br />schedules and budgets, and first line quality control. The <br />Project Engineers will lead experienced design <br />engineers, designers and CAD technicians responsible <br />for preparing PS &E for the project. <br />Project Manager Qualifications <br />Critical to the success of the City's as- needed <br />engineering services program is our proposed Project <br />Mana -er, Jeffrey Fromhertz, P.E. We have identified <br />one of the best individuals for this assignment based on <br />his record of completing complex multi- disciplinary <br />1\prop99 \p283iii <br />public works projects on schedule, within budget and to <br />the satisfaction of our most demanding clients. <br />Mr. Fromhertz has over 16 years of related experience. <br />He received a B.S. in Civil Engineering in 1983 and is <br />currently a Registered Professional Engineer in <br />California and three other states. Jeff has practiced in <br />California for the past 10 years and has managed <br />projects for local, regional and state transportation <br />agencies such as the Cities of Santa Ana, Irvine, San <br />Clemente, Fullerton and Tustin; Caltrans; OCTA; and <br />Orange County. Jeff has managed multi - disciplined <br />(civil, geotechnical and landscape) projects that include: <br />street rehabilitation and reconstruction, drainage and <br />storm drain facilities, interchange and freeway <br />improvements and soundwall, retaining wall and bridge <br />projects. Jeff understands the methodology required for <br />as- needed contracts and the importance of setting <br />aggressive project budgets, schedules and quality control <br />parameters. <br />In summary, Jeff is thoroughly qualified to lead the <br />project team for as- needed engineering services for <br />assigned infrastructure improvement projects in Santa <br />Ana. He will work closely with the City and other <br />agencies involved to provide a turn-key project that <br />requires minimal City staff time commitment and <br />produces quality deliverables within the allotted time and <br />budget. <br />Project Manager Unique Qualifications <br />Jeff Fromhertz is a unique Project Manager because he <br />delivers what he promises. His values, work ethic and <br />dedication produce results. Jeff has worked directly as a <br />member of a public agency staff and that has provided <br />him with a unique perspective as he works to meet <br />expectations of the City and other agencies involved. <br />Jeff is known for his positive "can -do" attitude. Attitude <br />is contagious and the entire project team tends to adopt <br />the attitude of the lead individual.
