r � I � I • • SECTION III: STAFFING AND MANAGEMENT PLAN The organization chart included at the end of this section defines the project role of each key team member and delineates communication and reporting relationships among the key project staff. Resumes of key project team members for ASL, project descriptions that demonstrate their relevant experience in providing engineering design, PS &E and construction support services are included in the Appendix of this proposal. The ASL project team will work in partnership with the City and other affected agencies to successfully complete assigned projects. ASL, an Orange County firm with an office in Irvine, has formed an experienced team of professionals to complete assigned as- needed projects for the City. Our goal is to provide a Project Manager, Jeffrey Fromhertz, P.E., who will be the primary contact with the City and have overall project management responsibility. He will be assisted by key discipline design team Project Engineers that will include: Kekoa Anderson, P.E., roadway design; Robert Skands, P.E., drainage design; Peter Kim, P.E., T.E., traffic design; Richard Lopez, L.S., survey, mapping, right -of -way and construction staking; and Daniel J. Novak, P.E., S.E., structural and bridge design. Our goal will be to assume turn-key responsibility for the selected project requiring minimal City staff time that will be primarily limited to decision making and plan check. ASL will be the prime consultant and will be responsible for overall project management to include schedule and budget control. The key to providing efficient and cost - effective planning, design and construction engineering services is to clearly define the internal and external communications network and delegate responsibility for decision - making to those directing the day -to -day work. We have structured our design team so that experienced discipline Project Engineers are responsible for providing technical leadership, day -to -day monitoring of task schedules and budgets, and first line quality control. The Project Engineers will lead experienced design engineers, designers and CAD technicians responsible for preparing PS &E for the project. Project Manager Qualifications Critical to the success of the City's as- needed engineering services program is our proposed Project Mana -er, Jeffrey Fromhertz, P.E. We have identified one of the best individuals for this assignment based on his record of completing complex multi- disciplinary 1\prop99 \p283iii public works projects on schedule, within budget and to the satisfaction of our most demanding clients. Mr. Fromhertz has over 16 years of related experience. He received a B.S. in Civil Engineering in 1983 and is currently a Registered Professional Engineer in California and three other states. Jeff has practiced in California for the past 10 years and has managed projects for local, regional and state transportation agencies such as the Cities of Santa Ana, Irvine, San Clemente, Fullerton and Tustin; Caltrans; OCTA; and Orange County. Jeff has managed multi - disciplined (civil, geotechnical and landscape) projects that include: street rehabilitation and reconstruction, drainage and storm drain facilities, interchange and freeway improvements and soundwall, retaining wall and bridge projects. Jeff understands the methodology required for as- needed contracts and the importance of setting aggressive project budgets, schedules and quality control parameters. In summary, Jeff is thoroughly qualified to lead the project team for as- needed engineering services for assigned infrastructure improvement projects in Santa Ana. He will work closely with the City and other agencies involved to provide a turn-key project that requires minimal City staff time commitment and produces quality deliverables within the allotted time and budget. Project Manager Unique Qualifications Jeff Fromhertz is a unique Project Manager because he delivers what he promises. His values, work ethic and dedication produce results. Jeff has worked directly as a member of a public agency staff and that has provided him with a unique perspective as he works to meet expectations of the City and other agencies involved. Jeff is known for his positive "can -do" attitude. Attitude is contagious and the entire project team tends to adopt the attitude of the lead individual.
