UNDERSTANDING THE PROJECT <br /> <br />Our team has thoroughly reviewed the request for proposal and April 21, 1998 Report by <br />Tank Industry Consultants, Inc. (TIC). We are also familiar with the site from our past work <br />on the Elevated Tank. <br /> <br />The TIC report clearly lays out the recommended OSHA Safety-Related Deficiencies along <br />with the AWWA and Operational Deficiencies. The proposed Elevated Tank Improvements <br />include: <br /> <br />· Improvements to ladder rungs, safety climb devices and cages. <br /> <br />· Improvements to balcony and walkway safety railings. <br /> <br />· Improvements to roof manhole size. <br /> <br />· Improvements to drainage inside foundation ring. <br /> <br />· Improvements to roof vents, cathodic protection hand hole covers, and overflow <br /> pipe. <br /> <br />· Upgrade existing inlet/outlet pipe and valve vault. · <br /> <br />The TIC report clearly identifies the required improvements. This project will entail <br />preparation of plans and specifications required to clearly define the required improvements <br />and provide the design documents needed to bid the project. <br /> <br />Special care and attention is required to complete this type of rehabilitation project. The <br />following sections provide an overview of the general steps required and the anticipated <br />problems which must be properly dealt with. <br /> <br />Revie~v Existing Data - An accurate plan of the existing facility is critical for this <br />type of project. Our team will need to verify the existing conditions and insure <br />that our proposed improvements can be completed cost efficiently at the site. This <br />will require several site visits and field verifications. This type of project cannot <br />be correctly completed using only "as-built" drawings. Field verification will be <br />critical. <br /> <br />Review all Current Codes and Requirements - While the TIC report is an excellent <br />document it is over t~vo years old and could possibly need some revisions due to <br />recent code changes. As part of our services, we plan to accompany both a <br />CAL/OSHA inspector and a representative from State Health to the site to verify <br />current conditions and code requirements.
