if the transfer of title has reduced the off-street parking area <br /> below said one-third of the total as herein provided for and no <br /> person shall transfer any title that so reduces the total off- <br /> street parking area. <br /> <br /> If the total land space involved in any use consists of two <br /> or more lots fronting on parallel streets with common rear lot <br /> lines or separated only by an alley, then, in that event, the <br /> rear yard requirement shall not affect said property after the <br /> recording declaring a unit use of said property as herein provided <br /> for. <br /> <br /> Said parking areas shall be afforded access to a public <br /> street or alley and driveways or areas necessary for vehicular <br /> movement to and from the parking stalls shall not be included in <br /> the required one-third of total herein provided for. Maid parking <br /> area shall be blacktopped or paved with concrete surfacing, land- <br /> scaped, ar~ where it abuts property of a more restrictive classi- <br /> fication or use than the classification in the general District <br /> or a Residence District, it shall be fenced with solid fencing to <br /> a height of not less than 5 feet unless a fence in excess of 4 <br /> feet be prohibited by this Code." <br /> <br /> SECTION 3. The Clerk of the Council shall certify to the <br />passage of this Ordinance and Shall cause the same to be published, <br />within 15 days after its adoption, in one issue of the Santa Aha Inde- <br />pendent.
