SECTION 3- The Clerk of the Council shall certify to ~he pas- sage of this Ordinance and shall cause the same to be published within 15 days after its adoption, in one issue of the Santa Ana Independent. This Ordinance shall take effect 30 days from and after the date of its final adoption.
