"Section 3812.4. Same. Disobedience of Signs and Orders. <br /> No person shall do anything prohibited by any sign, nor dis- <br /> regard or fail to follow the directions contained in any sign, <br /> and no person shall fail or refuse to obey any order, instruc- <br /> tion, or direction given by any attendant employed by the City <br /> to such person while such person is within the dressing rooms, <br /> shower rooms, toilet rooms, in the Santa Aha Municipal Swimming <br /> Pool, or on any portion of the cement aprons bordering the <br /> saree o <br /> <br /> "Section 3812.5. Same. Eviction and Barring from Pool Use. <br /> Any person violating any of the provisions of Section 3812 <br /> through 3812.4, both inclusive, may be evicted from the Santa <br /> Ana Municipal Swimming Pool and the appurtenant buildings and <br /> structures, and any person repeatedly violating said Sections <br /> may be barred from the use ef said pool and appurtenant struc- <br /> tures for such period as the Director of Recreation may ap- <br /> prove. ~! <br /> <br /> SECTION 4' Experience with other swimming pools open to the <br />public in the Southern California area has demonstrated that rough- <br />ness in and about swimming pools, running upon the cement aprons <br />adjoining swirmning pools, diving in the shallow portions of swimming <br />pools, are consistently productive of serious bodily injury and <br />death, and have occasioned many disabling injuries and many deaths <br />from drowning. Such experience has further established that swim- <br />ming in an unsupervised pool after hours, when the same is closed <br />to the public and entirely unsupervised by lifeguards, greatly in- <br />creases the likelihood of death from drowning. The City is about <br />to open the Santa Ana Municipal Swimming Pool to the public, and <br />there now exists in the City no Ordinance regulating its use in <br />the interests of the safety of the public using the same. There- <br />fore, in o~der to prevent or minimize the likelihood of tragic <br />death or serious accident in and about said swimming pool, it is <br />imperative that this Ordinance take immediate effect upon its <br />publication. <br /> <br /> This Ordinance is therefore declared to be an emergency <br />measure necessary for the preservation of the public peace, health, <br />and safety, and shall become effective immediately upon publication; <br />and the City Council hereby declares that should any Court declare <br />this declaration of reasons for urgency to be inadequate or insuf- <br />ficient to Justify this Ordinance as an emergency Ordinance, that <br /> <br /> <br />
