ORDINANCE NO. NS-3~6 ADOPTING REGULATIONS TO PROHIBIT Il~HE
<br />LITTERING OF STREETS AND PRIVATE PROPERTIES IN THE CITY
<br />
<br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES G~DAIN AS FOLLOWS:
<br />
<br />SECTION 1. That Chapter 8 of Article II! of the Santa Ana
<br />
<br />Nunicipal Code is hereby amended by adding a new Part 2 at the end
<br />
<br />thereof, in words s~d figures as follows:
<br />
<br />"Part 2 - Littering Prohibited
<br />
<br />Section 3820. Anti-litter purpose.
<br />
<br /> To protect the people against the nuisance, fire hazard,
<br />and unsightliness of litter being upon o r blowing about
<br />the streets of the City md private property within the
<br />City, which is incident to the matters hereinbelow prohib-
<br />ited, this Part is adopted.
<br />
<br />Section 3821. Same. Deposit of Trash, etc., on Streets
<br /> Prohibited.
<br /> No person shall place, deposit, dump or stand any paper,
<br />cans, bottles, ashtray accumulations, refuse, trash, rubbish
<br />or garbage in or upon any public or private ~ ley or street
<br />within the City, or cause the same to be done, except in
<br />front or adjacent to, property owned or occupied by him and
<br />then only when'the same be contained in a substantial box,
<br />carton, or container, or properly bundled, for the purpose
<br />of having the same collected by the trash or garbage collect-
<br />ors employed by or under contract with the City.
<br />
<br />Section 3822. S~me. Sweeping into Gutter Prohibited.
<br /> No person shall sweep, pdsh, propel or deposit or cause
<br />to be swept, pushe% propelled or deposited into any gutter
<br />or street in the City, the accumulation of p~oer, metal
<br />foil, dirt, trash or rubbish that accumulates upon public
<br />or private sidewalks or parkways'.
<br />
<br />Section 3823. same. Throwing handbills prohibited.
<br /> No personshall deposit, place, throw, scatter or cast
<br />any handbill, dodger, circular, booklet, paper, or other
<br />printed matter or advertising in the yard or grounds of
<br />any building, or on any porch, doorstep, vestibule, or in
<br />any public hallway of auy building, or attach the s~e to
<br />any part of such b~tlding when said building is not in the
<br />possession o r under the control of the person so doing, or
<br />in any public street or place, or upon any vac~t real prop-
<br />erty in the City.
<br />
<br />Section 3824. Same. Deposit in Vehicles Prohibited.
<br /> No person shall deposit, place, throw, scatter in or attach
<br />to any vehicle, as defined in the Vehicle Code of the State
<br />of California, other than his own, any handbill, dodger, cir-
<br />cular, booklet, paper, or other printed matter or advertising.
<br />
<br />Section 3825. Same. Exceptions.
<br /> The foregoing Sections of this Part shall not be deemed
<br />to prohibit the dlst~bution of the United States Mail, tD~
<br />delivery of. any newspaper of general circulation, as defined
<br />in Section b000 of the Government Code of the State of
<br />
