That the bonded indebtedness and interest of the City for the Library Bond Fund s~thorizedby the voters by their bal- lots cast in the Speci~ Municipal Bond Elections held November 6, 1956, may be paid for the current year, the rate of $.060 on each $1O0.00 of the taxable property in said City is hereby fixed, but that said rate shall not apply to my portion of that property desig- nated "S. E.
