SECTION 39: <br /> <br /> The appropriation hereinabefore set-forth shall constitute the <br />maximum expenditure authorized for t he function, department and/or <br />activity opposite which the amount of such appropriation is shown. <br /> <br />SECTION 40: <br /> <br /> No warrant shall he issued or indebtedness incurred which exceeds <br />the unexpended balance of the activity appropriation hereinbefore author- <br />ized unless such appropriations shall have been amended by a supplemental <br />appropriation duly enacted by this Council in conformance with Section <br />609 of the Santa Aha City Charter. <br /> <br />SECTION 41: <br /> <br /> The City Manager is hereby authorized to make budgetary revisions <br />within an activity appropriation if in his opinion such revision is <br />necessary or proper. <br /> <br />SECTION <br /> <br /> The Director of Finance is hereby authorized to transfer moneys <br />in accordance with the Interfund Transfers as listed in this ordinance <br />in such amounts and at such times during the fiscal year as he may <br />determine necessary to the competent operation and control of City <br />business, except that no such transfer shall be made in contravention <br />to State Law or other City Ordinance or exceed in total the amount <br />stated herein or as amended by the City Council. <br /> <br />SECTION 43: <br /> <br /> One Certified copy of this appropriation ordinance together <br />with a certified copy of each amendment thereto shall be transmitted <br />by the Clerk of the Council to the Director of Finance. <br /> <br />SECTION 44: <br /> <br /> This ordinance is urgently required for the immediate preservation <br />of public peace, health, and safety for the reasons that the moneys <br />appropriated hereby are necessary in order to maintain the necessary <br />payments of the various departments of the City, to retain the employees <br />and to obtain the necessary supplies to police and otherwise protect <br />the persons and property within the City and to render the other <br />necessary services; therefore, the City Council declares that this <br />ordinance shall take effect as, and is adopted as, an emergency measure <br />and is to be enforced from the date of its publication. <br /> <br />-15- <br /> <br /> <br />
