ORDINANCE NS-911 AMENDING THE SANTA ANA MUNICIPAL <br />CODE TO AMEND SECTIONS 4110., 4111.2., AND 4112. <br />OF PART 1, CHAPTER 1, ARTICLE IV THEP~EOF RELATING <br />TO LICENSING AND VACCINATION REQUIREMENTS OF DOGS <br /> <br /> WHEREAS, the California Department of Public Health has <br />declared Orange County to be a rabies area within the meaning of <br />Sections 1901.2 and 1920 of the California Health and Safety Code <br />which necessitates the amendment of certain Santa Ana Municipal <br />Code Sections to incorporate the necessary changes to bring the <br />Code up to standard in regard to rabies vaccinations and Santa Ana <br />City licenses; <br /> <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />DOES ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: That Section 4110 of Part 1, Chapter 1, Article IV <br />of the Santa Ana Municipal Code is amended to read as follows: <br /> <br />Section 4110. Definitions. <br /> <br /> For the purpose of this Chapter, the following words and <br />phrases shall be construed to have the meanings herein set <br />forth, unless it is apparent from the context that a different <br />meaning is intended: <br /> <br />DOG Any male, female, or neuter dog over <br /> the age of four (4) months; <br /> <br />UNLICENSED DOG <br /> <br />Any dog for which the license tax has <br />not been paid for the current fiscal <br />year, or any dog to which a current <br />license tag is not attached as provided <br />for in this Chapter; <br /> <br />KENNEL <br /> <br />Any lot, building, structure, inclosure, <br />premises, or place, whereon or wherein <br />three or more dogs are kept or maintained <br />for the purpose of breeding, training, <br />raising, marketing, boarding, or as pets; <br />provided, however, that a small animal <br />hospital, regularly licensed and main- <br />tained or managed by a licensed veterinariar~ <br />shall not be deemed a kennel; <br /> <br />QUARANTINE <br /> <br />The isolation of a dog or puppy under <br />four (4) months of age in a substantial <br />inclosure so that said animal cannot be <br />subject to contact with other animals or <br />unauthorized persons. <br /> <br />ANIMAL CONTROLMAN <br /> <br />The employee of the City who is charged <br />with the enforcement of the provisions <br />of this Chapter, and his regularly <br />appointed deputy. <br /> <br />OWNER <br /> <br />Any person having title to, keeping, or <br />harboring, any dog for a period of <br />seven (7) consecutive days, except a duly <br />licensed veterinarian having custody for <br />the purpose of treating or boarding. <br /> <br />-1- <br /> <br /> <br />
