ORDINANCE NS-936 AMENDING ARTICLE VII OF THE <br />SANTA ANA MUNICIPAL CODE BY REPEALING AND <br />RE-ENACTING CHAPTER 4 THEREOF REGULATING WATER <br />SERVICE AND CHARGES <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br /> <br /> SECTION 1: That Chapter 4 of Article VII of the Santa Ana <br />Municipal Code is hereby repealed. <br /> <br /> SECTION 2:~ That a new Chapter 4 is hereby added to Article VII <br />of the Santa Ana Municipal Code to read in words and figures as follows: <br /> <br />CHAPTER 4 - WATER SERVICE AND CHARGES <br /> <br />SECTION 7400. Definition of Terms <br /> <br /> A. Applicant: An individual, partnership, association, corpor- <br />ation or agency of government applying for water service. <br /> <br /> B. Backflow Preventor: An approved device or means to prevent <br />backflow into the utility's potable water system. <br /> <br /> C. ~ost: Charges which include the cost to the utility of <br />labor, materials, equipment and overhead. <br /> <br /> D. Customer: An individual, partnership, association, corpor- <br />ation or an agency of government receiving water service. <br /> <br /> E. Date of Presentation: The date upon which a bill or notice <br />is mailed to the customer. <br /> <br />F. Department: Department of Public Works, City of Santa Ana. <br /> <br /> G. Director of Public Works: The chief administrative officer <br />of the Department of Public Works, City of Santa Ana. <br /> <br /> H. Domestic Service: Provision of water for household residential <br />purposes, including water for sprinkling lawns, gardens and shrubbery, <br />watering livestock, washing household vehicles, and other similar and <br />customary residential purposes. <br /> <br /> I. Fire Protection Service: Provision of stand-by readiness to <br />serve water to premises through a separate fire service line connection <br />for fire protection only, said fire service lines to be connected to <br />automatic sprinkling system, hose attachments or hydrants. <br /> <br />J. Gender: The masculine includes the feminine and neuter genders. <br /> <br /> K. Main: Distribution pipe line located in street, highway, <br />public easement or private right-of-way which is used to serve the <br />general public. <br /> <br />L. Meter Rate Service: Provision of water in measured quantities. <br /> <br /> M. Overhead Charges: Charges which include those elements of <br />cost necessary to the construction of an item or the performance of a <br />service which do not become an integral part of the finished product or <br />service. These charges may include, but are not limited to, the cost <br />of supervision, insurance, accounting, and electricity. For any <br />current year, these charges shall be based on costs of the past fiscal <br />year as certified by the Director of Finance. <br /> <br /> N. Parcel: A division of land as shown in the Orange County <br />Assessor's Book. <br /> <br /> <br />
