(6) Rabbits and rodents must be kept in hutches so
<br />constructed as not to allow the urine to pollute the
<br />ground, and provided with floors that are removable for
<br />the purpose of cleaning and disinfecting; no box hutches
<br />will be permitted.
<br />
<br />Sec. 5-7. Wild Animals; Prohibited in City; Exceptions.
<br /> It shall be unlawful for any person to keep or maintain, or
<br />cause to be kept or maintained, within the City any wild animal,
<br />except that the following wild animals may be kept or maintained:
<br />canaries, parakeets, chinchillas, chipmunks, cockateels, finches,
<br />gopher snakes, guinea pigs, hamsters, king snakes, marmoset,
<br />monkeys, parrots, and like birds, squirrel monkeys, turtles,
<br />tropical fish (except caribee), white mice, and white rats. Said
<br />excepted animals are found not be present threats to human life
<br />or health.
<br /> The provisions of this Section shall not prohibit the
<br />keeping or maintaining of the following wild animals within the
<br />
<br />City:
<br /> (1)

<br />
<br />Wild animals in zoos or museums. Any wild animals
<br />which are kept confined in zoos, museums, or any other
<br />place where they are kept as live specimens for the
<br />public to view.
<br />
<br />Wild animals in circuses, carnivals, exhibits or shows.
<br />
<br />Any wild animals which are kept confined and placed on
<br />exhibit in a circus, carnival, or any other type of
<br />exhibit or show.
<br />
<br />(3) Wild animals in bona fide, licensed veterinary
<br /> hospitals for treatment.
<br />
<br />Sec. 5-8. Cruelty to Animals Prohibited.
<br /> It shall be unlawful for the owner or person having custody
<br />of any animal to permit, either willfully or through failure to
<br />exercise due care or control, any cruel acts upon said animal.
<br />It is the duty of the Animal Control Man to discover any cruel
<br />acts, and these shall include, but not be limited to the
<br />following:
<br />
<br />(a) To place, leave, or expose, in any place accessible to
<br /> animals, any poisonous substance.
<br />(b) To have, keep, or harbor any animal which is infected
<br /> with any dangerous or incurable or painfully crippling
<br /> condition, except as hereinafter provided. All such
<br /> diseased or crippled animals with an incurable ailment
<br /> taken into custody of the City shall be transferred to
<br /> the Orange County Animal Shelter for impoundment and
<br /> treatment. This Section shall not relate to animals
<br /> within veterinary hospitals.
<br />(c) 'To fail, refuse, or neglect to provide any animal in his
<br /> charge or custody, as owner or otherwise, with food,
<br /> drink, shade, or shelter, or to carry any animal in or
<br /> upon any vehicle in a cruel or inhumane manner.
<br />(d) To willfully or maliciously kill; maim; disfigure;
<br /> tease; torture; beat with a stick, chain, club, or other
<br /> object; mutilate; burn; scals with any substance; over-
<br /> drive or otherwise cruelly set upon any animal, except
<br /> that a reasonable force may be employed to drive off
<br /> vicious or trespassing animals;
<br />(e) To hobble livestock or other animals by means of chains
<br /> which are composed of tempered or other permanent wire
<br /> links;
