Sec. 35-139. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of this ordinance or any part thereof is for any reason held to be unconstitutional, such decisions shall not affect the validity of the remaining portions of this ordinance or any part thereof. The City Council hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause or phrase thereof, irrespective of the fact that any one or more sections, sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases be declared unconstitutional. Sec. 35-140. Effective Date. This ordinance shall be effective thirty (30) days from and after the date of its passage except that the tax imposed by this ordinance shall become operative and be imposed on October 1, 1971, and shall not apply prior to said date. SECTION 2: That the Clerk of the Council shall certify to the passage of this Ordinance and cause the same to be published in some daily newspaper printed and published in the City of Santa Ana. SECTION 3: That this Ordinance shall take effect thirty days from and after the date of its adoption, except as herein specifically provided.
