Sec. 2-407. Emer~enc~ Services Organization - Composition. <br /> <br /> Ail officers and employees of the city, together with those <br />volunteer forces enrolled to aid them during an emergency, and <br />all groups, organizations, and persons who may, by agreement of <br />operation of law, including persons pressed into service under <br />the provisions of this Division, charged with duties incident <br />to the protection of life and property in the city during such <br />emergency, shall constitute the emergency service organization <br />of the city. <br /> <br />Sec. 2-408. Violations. <br /> <br />No person shall, during an emergency, <br /> <br />(1) <br /> <br />Wilfully obstruct, hinder, or delay any member of the <br />emergency services organization in the enforcement of <br />any lawful rule or regulation issued pursuant to this <br />Division, or in the performance of any duty imposed upon <br />him by virtue of this Division. <br /> <br />(2) <br /> <br />Do any act forbidden by any lawful rule or regulation <br />issued pursuant to this Division, if such act is of <br />such a nature as to give, or be likely to give, <br />assistance to the enemy, or to imperil the lives or <br />property of inhabitants of the city, or to prevent, <br />hinder, or delay the defense or protection thereof. <br /> <br />(3) <br /> <br />Wear, carry or display, without authority, any means <br />of identification specified by the Office of Emergency <br />Services of the State of California or of the City of <br />Santa Ana. <br /> <br /> SECTION 2: If any provision of this Ordinance or the <br />application thereof to any person or circumstances is held invalid, <br />such invalidity shall not affect other provisions or applications, <br />and to this end the provisions of this Ordinance are declared to <br />be severable. <br /> <br /> SECTION 3: That this Ordinance shall take effect thirty <br />days from and after the date of its adoption. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of <br />Santa Ana at its regular meeting held on the l~h day of <br />1973. <br /> <br />MAYOR <br /> <br />CLERK OF THE COUNCIL <br /> <br /> <br />
