The foregoing objectives shall be accomplished <br />through removal of structurally substandard buildings, <br />elimination of blighting influences, provision of land for <br />needed public facilities, provision of substantial offstreet <br />parking through the use of multi-story parking structures, <br />removal of impediments to land disposition and development, <br />and achievement of changes in land use. <br /> <br /> <br />
