Tho Agency is authorized to make such pledges as to <br />specific advances, loans and indebtedness as appropriate <br />in carrying out 'the Pro3ect. <br /> <br />III. <br /> <br />PROJECT PROPOSALS <br /> <br />Proposed redevelopment actions in the project area include <br />acquisition-of land and improvements, clearance and redevelop- <br />ment, owner participation, provisions for re-entry of persons <br />previously in business in the project area, relocation of <br />project occupants, provision of public improvements, closing <br />of streets and right-of-ways, construction and dedication of <br />malls and streets and dedication of land for public use. <br /> <br />A. LAND ACQUISITION <br /> <br />All real property located in the project, except as <br />specifically exempted herein, may be acquired by the <br />Redevelopment Agency by gift, devise, exchange, pur- <br />chase, condemnation or any other lawful method. The <br />public interest and necessity require the use of the <br />power of eminent domain by the Alency to acquire those <br />real properties in the project which cannot be acquired <br />by other lawful methods. If the owners of properties <br />herein identified to be acquired by the Agency demonstrate <br />their ability to redevelop their properties in accordance <br />with this Plan, the Agency in its discretion m~5' enter <br />into owner participation agreements with such owners in <br />lieu of acquiring their properties. <br /> <br />B. REHABILITATION <br /> <br />1. Rehabilitation Standards <br /> <br />Any existing structure within the project area <br />which the Agency shall approve for retention and <br />rehabilitation shall be repaired, altered, or re- <br />constructed in such manner that it will meet the <br />following requirements: Be safe and sound in all <br />physical respects and be attractive in appearance <br />and not detrimental to the surrounding uses. <br /> <br />2.
