Ce <br /> <br />has adopted "Rules ~o kxtend Reasonable Prefcrences to <br />Persons in Business", which Rules set forth thc procedure <br />for the determination of the preferences of business <br />occupants to reacquire possessory rights lost as a <br />result of rehabilitation or redevelopment. <br /> <br />REDEVELOPER'S OBLIGATIONS <br /> <br />In orde~ to pr6vide adequate safeguards that the process <br />of redevelopment will be carried out pursuant to the Plan, <br />agreements for the'disposition of land by the Agency and <br />owner participation agreements shall include provisions <br />recognizing and requiring that: <br /> <br />The purchase of land is for redevelopment and not <br />for speculation and reserving to the Agency such <br />powers and controls as may be necessary to prevent <br />transfer, retention or use of the property for <br />speculation purposes. <br /> <br />The land shall be built upon and/or improved in <br />conformity with the development standards of the <br />Plan and the Declaration of Restrictions. <br /> <br />All developers and owner participants shall submit <br />preliminary architectural plans, site and landscape <br />plans and final plans including landscaping and sign <br />plans, and specifications of the improvements to be <br />constructed on the land for architectural review and <br />approval by the Redevelopment Agency and the Redevelop- <br />ment Commission in order to ensure that development and <br />construction will be carried out in a manner which will <br />effectuate the purposes of the Plan. As a part of such <br />plans and specifications developers and, if required by <br />the Agency, owner participants shall submit time <br />schedules for the commencement and completion of such <br />improvements. All such plans and schedules shall be <br />submitted within the time specified in the respective <br />agreements with such developers and owner participants. <br /> <br />By and for the contracting parties, their heirs, <br />executors, administrators, a~d assigns, there shall <br />be no discrimination against or segregation of any <br />person or group of persons on account of race, creed, <br />color, national origin, or ancestry in the sale, lease, <br />sublease, transfer, use occupance, tenure, or enjoyment <br />of the premises therein described, nor shall the con- <br />tracting parties, or any person claiming under or <br />through them, establish or permit any such practice <br />or practices of discrimination or segregation with <br />reference to the selection, location, number, use, <br />or occupancy of tenants, lessees, sublessees, or <br />vendees in the premises described.
