ORDINANCE NO. NS-l199 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING RULES GOVERNING DISCLOSURE OF <br />FINANCIAL INTERESTS BY CERTAIN OFFICIALS AND MAKING <br />THE DISCLOSURE PROVISIONS OF THE GOVERNMENTAL CON- <br />FLICT OF INTERESTS ACT APPLICABLE TO THEM, DECLARING <br />THE URGENCY THEREOF, AND PROVIDING FOR IMMEDIATE <br />EFFECT <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN <br />AS FOLLOWS: <br /> <br /> SECTION 1: The' Governmental Conflict of Interests Act, <br />effective January 1, 1974, requires in Chapter 4 thereof that <br />certain City officers annually file a statement of certain <br />of their assets, income, investments and employment for in- <br />spection by the public. Section 3704 of that Act provides <br />that this City may adopt rules requiring that additional City <br />officials be covered by these disclosure provisions. The <br />City Council finds that it is in the public interest that a <br />number of City officers not enumerated in the State Act be <br />subject to its provisions, in order that the citizens of <br />Santa Ana may be assured that the private affairs of these <br />officers do not conflict with their public responsibilities. <br /> <br /> SECTION 2: The Santa Aha Municipal Code is hereby <br />amended by adding a section to be numbered 2-325, which said <br />section reads as follows: <br /> <br />Sec. 2-325. <br /> <br />Extension of Governmental Conflict of <br /> <br />Interests Act Disclosure Provisions to <br /> <br />Additional City Officials. <br /> <br /> In addition to the City Council, Planning Commission, <br />City Manager and Director of Planning, the following City <br />officials shall comply with the provisions of Chapter 4 of <br />Division 4.5 of Title I of the Government Code: <br /> <br />City Attorney <br />Clerk of the Council <br />Director of Finance <br />Director of Public Works <br />Director of Building Safety and Housing <br />Director of Recreation and Parks <br />Assistant City Manager <br />Assistant to the City Manager <br />Fire Chief <br />Police Chief <br />Members of the Redevelopment Commission <br /> <br /> The above-mentioned officials shall comply with the Act <br />and any amendments hereafter adopted as fully as if their posi- <br />tions were enumerated in Sec. 3700(a) of the Government Code, <br />except that, for Members of the Redevelopment Commission, <br />the requirement to disclose interests in real property shall <br />extend only to that property located within a declared redevelop- <br />ment area, property contiguous to such area or property conti- <br />guous to any public street which is contiguous to such area. <br /> <br /> SECTION 3: This ordinance shall take effect as an emergency <br />measure immediately upon its adoption.
