ORDINANCE NO. NS-1221 <br />PAGE TWO <br /> <br /> WHEREAS, the prior moratorium on the issuance of <br />building permits for the construction of off-premise signs <br />as specified in Ordinance NS-1204 will expire on July 3, 1974. <br /> <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA DOES ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: That the Department of Building Safety of the <br />City of Santa Ana shall not issue any permits for the construction <br />of any sign or billboard designed to advertise a product, event, <br />person, or subject not related to the lot upon which such sign <br />is located for a period to terminate upon the effective date <br />of the amending ordinance requiring that such construction be <br />allowed only with the approval of a conditional use permit or <br />for a period of ninety (90) days from the initial effective <br />date of this ordinance, whichever occurs first. <br /> <br /> SECTION 2: The enactment of this ordinance is hereby found <br />by the City Council to be justified by the public necessity, <br />convenience and general welfare. <br /> <br /> SECTION 3: If any section, subsection, sentence, clause, <br />phrase or portion of this ordinance is for any reason held to <br />be invalid or unconstitutional by the decision of any court of <br />competent jurisdiction, such decision shall not affect the <br />validity of the remaining portions of this ordinance. The City <br />Council of the City of Santa Ana hereby declares that it would <br />have adopted this ordinance and each section, subsection, <br />sentence, clause, phrase or portion thereof irrespective of the <br />fact that any one or more sections, subsections, clauses, phrases <br />or portions be declared invalid or unconstitutional. <br /> <br /> SECTION 4: The Clerk of the Council shall certify to the <br />passage of this ordinance and cause the same to be published <br />in some daily newspaper printed and published in the City of <br />Santa Ana. <br /> <br /> PASSED AND ADOPTED by the City Council of <br />Santa Ana at its regular meeting held on the <br /> July , 1974. <br /> <br />the City of <br />15th day of <br /> <br />ATTEST: <br /> <br />STATE OF CALIFORNIA ) <br />COUNTY OF ORANGE ) ss <br />CITY OF SANTA ANA ) <br /> <br />I, FLORENCE I.
