properties in the Project Area, or by selling their properties to <br /> the Agency and purchasing other properties in the Project Area. <br /> <br /> In the event a participant fails or refuses to rehabilitate <br /> <br /> or develop his real property pursuant to the Plan, the real <br /> property or any interest therein may be acquired by the Agency and <br /> sold or leased for rehabilitation or development in accordance <br /> with this Plan. <br /> <br /> Participation opportunities shall necessarily be subject to <br /> <br />and limited by such factors as the expansion of public facilities; <br />elimination and changing of land uses; realignment of streets; the <br />ability of owners to finance acquisition and development in accordance <br />with the Plan; any reduction in the total number of individual <br />parcels in the Project Area; and assembly and development of a site <br />for a regional shopping center. ' <br /> <br /> 2. Rules for Participation Opportunities, Priorities <br /> <br /> and Preferences <br /> <br /> The Agency shall provide an opportunity to owners and tenants <br />in the Project Area to participate in the growth and development <br />of the Project Area, and shall promulgate rules for owner and tenant <br />participation.
