such a ~roperty must be willing to entel into a partici- <br /> pation agreement and agree to the imposition of such rea- <br /> sonable restrictions as are necessary to protect the devel- <br /> opment and use of the Project Area. <br /> <br /> The Agency may authorize additions, alterations, repairs <br /> <br /> or other improvements in the Project Area for uses which do <br /> not conform to the provisions of this Plan where such <br /> improvements are within a portion of the Project where, in <br /> the determination of the Agency, such improvements would <br /> be compatible as interim uses with surrounding uses and <br /> development. <br /> <br /> 3. Rehabilitation <br /> <br /> Any existing structure within the Project Area which <br /> <br /> the Agency shall approve for r~tention and rehabilitation <br /> shall be repaired, altered, reconstructed, or rehabilitated <br /> in such manner that it will be safe and sound in all physical <br /> respects and be attractive in appearance and not detri- <br /> mental to the surrounding areas. <br /> <br /> 4. Limitation on the Number of Buildings <br /> <br /> The number of buildings in the Project Area shall be regu- <br />lated by the Agency within the limitations of the applicable <br />Federal, State, and local statutes, ordinances and regulations. <br /> <br /> 5. Approximate Number of Dwelling Units <br /> <br /> The approximate number of dwelling units in the Project Area <br />is estimated to be 1324.
