can best be thought of as composed of three subareas: the downtown <br />core, the northern retail center, and the proposed traffic <br />corridor connecting the downtown core with the northern retail <br />center. <br /> <br /> The area outside the Project Area north of the downtown core <br />and west of the traffic corridor and southwest of the northern <br />center is composed predominantly of older single family structures, <br />with some multifamily and professional office use in the area <br />abutting the downtown core. The area east of the downtown core <br />is predominantly multifamily residential and commercial. The area <br />east of the corridor and south of the northern area and physically <br />separated from those areas by the Santa Ana Freeway and the <br />Santiago Creek is predominantly single family and limited multi- <br />family. <br /> <br /> within the Project Area, the predominant uses are commercial, <br />business and government. All three areas, the downtown core, the <br />corridor, and the northern retail center are substantially commer- <br />cial-business areas; however, each includes a small segment of <br />residential use. <br /> <br /> C. General Anticipated Impacts Upon Residential Areas <br /> <br />There are four areas of concentrated residential development <br />in the Project Area which will receive some impact. The areas are: <br /> <br />(1) 1st to 3rd and Ross to Olive; <br /> <br />(2) Civic Center Drive to Tenth and Ross to Flower; <br /> <br />(3) A triangular piece north of 17th between Main Street and <br /> the Santa Ana Freeway; and <br /> <br />-34- <br /> <br /> <br />
