4. Change #4 <br /> <br /> Amendment #8, P.age 41, is hereby revised to read <br /> as follows: <br /> <br />implementation of an improved vehicular and pedestrian circula- <br />tion plan and acquisition and development of adequate open <br />space and park facilities. A bikeway system will be integrated <br />into the comprehensive plan for the Project Area and will allow <br />bicycle travel by residents of the Project Area from the redevel- <br />oped area to any section of the City. Residents of surrounding <br /> <br />areas will also be able to journey to the area using bicycle paths. <br /> 4. Availability of Community Facilities and Services <br /> <br /> The Project Ares includes 64 acres of the Civic Center Complex <br />which is the center of all governmental activities.and the <br />services they offer in Orange County. The Civic Center includes <br />County, Federal, State and local Offices including Welfare, <br />Courts, City services. The Civic Center should be strengthened <br />by redevelopment as the Agency assists the Civic Center expanding <br />and overall directions of the Center's development. To preserve <br />existing retail in the City and substantially strengthen the retail <br />located around Fashion Square, the Agency will participate with <br />development of e.pees~en-e~ Fashion Square into e a~ expanded <br />eme&esed shopping center. <br /> <br /> Residents of the Project Area have faced deteriorating <br />commercial services as a result of the decline of the downtown. <br />The lack of 'goods and services comparable to areas surrounding the <br />Project Area have forced residents to seek other more' competi- <br />tive shopping than that found in their own neighborhood. During <br />the redevelopment process, it is the intent of the Agency to <br /> <br />preserve those commercial services which are <br />provide new commercial opportunities for the <br /> <br />-41- <br /> <br />competitive and 'to <br />residents as the <br /> <br /> <br />
