NS- 1275 <br /> <br />AN ORDINANCE OF THE CITY OF SANTA ANA ADDING <br />ARTICLE IX, SECTIONS 451 THROUGH 455 TO CHAP- <br />TER 18 OF THE SANTA ANA MUNICIPAL CODE ESTA- <br />BLISHING REQUIREMENTS FOR APPLICATION AND <br />PROCEDURE FOR ISSUANCE OF PERMITS FOR WIPING <br />RAG BUSINESSES. <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN <br />AS FOLLOWS: <br /> <br /> SECTION l: This ordinance is for the purpose of pre- <br />servation of the public health and safety through regulation of <br />the sanitary condition of wiping rags laundered, sanitized or <br />sold in the City of Santa Ana. <br /> <br /> SECTION 2: That the Santa Ana Municipal Code is hereby <br />amended by adding Article IX, Sections 18-451 through 18-455 to <br />Chapter 18, Health and Sanitation to read as follows: <br /> <br />Section 18-451. Definitions. <br /> <br />Health Officer shall mean the Orange County Health <br />Officer. <br /> <br />2. Wiping rags shall mean cloths and rags used for <br /> any or all of the following purposes: <br /> <br />Wiping and cleaning the surfaces of machinery, <br />tools, locomotives, engines, motor cars, auto- <br />mobiles, cars, carriages, windows, furniture, <br />and surfaces of articles, appliances, and engines <br />in factories, shops, steamships, and steamboats. <br /> <br />Generally for cleaning in industrial employment. <br /> <br />Used by mechanics and workmen for wiping from <br />their hands and bodies soil incident to their <br />employment. <br /> <br />Section 18-452. Permit Required. <br /> <br /> It shall be unlawful for any person to operate any busi- <br />ness of laundering, sanitizing or selling wiping rags in the City <br />of Santa Ana unless, in addition to any other permit or license <br />which may be required, he has a valid permit issued annually by <br />the Health Officer. <br /> <br />Section 18-453. Authority of the Health Officer. <br /> <br /> The Health Officer is hereby authorized to administer <br />and enforce the provisions of the Health and Safety Code of the <br />State of California, and any rules and regulations adopted there- <br />under, pertaining to wiping rags and wiping rag businesses. <br /> <br /> A permit under this Ordinance shall be issued by the <br />Health Officer if the applicant complies with the provisions of <br />Chapter 4, Part l, Division 5 of the Health and Safety Code and <br />any regulations adopted thereunder. The period of the permit <br />shall be one year from date of issuance. Any permit issued here- <br />under may be suspended or revoked in the manner prescribed in <br />Section 3951 of the Health and Safety Code. <br /> <br /> <br />
