ORDINANCE NO. NS-1394 <br />PAGE SIXTEEN <br /> <br />(a) It shall be a misdemeanor for any person to pick up or <br />permit any other person to pick up, a passenger for hire <br />within the City of Santa Ana in any vehicle for hire or <br />ambulance which does not have affixed to it an unexpired <br />safety inspection sticker evidencing that it has been inspected <br />by the California Highway Patrol, Santa Ana Police Department <br />or Orange County Sheriff, and found to be in safe operating <br />condition. <br /> <br /> (b) The chief of police or fire chief shall have the power <br />to revoke or suspend a permit if the holder is found guilty <br />of violating subsection (a) of this section, or if the holder <br />fails to comply with the provisions of section 32-16 of the <br />Santa Ana Municipal Code after being given ten (10) days written <br />notice to so comply. <br /> <br />Sec. 32-16.2. Same - Necessary Equipment <br /> <br />No vehicle shall be licensed hereunder or used as vehicle <br />for hire unless it shall at all times have the following <br />equipment, unless otherwise waived for good reason by the <br />chief of police: <br /> <br />(a) A spare tire, capable of being used on <br />any of the wheels of the vehicle. <br /> <br />(b) A set of tools for changing tires. <br /> <br />(c) Three (3) operable safety flares. <br /> <br />(d) Two (2) independently acting braking <br />systems, either one of which shall be <br />capable of stopping the vehicle without <br />load at a distance of thirty-seven (37) feet <br />when operating on level, dry, asphalt street <br />at a speed of twenty (20) miles per hour. <br /> <br />(e) Ail glass in windshield, windows, and <br />doors of safety or shatterproof glass. <br /> <br />Sec. 32-17. Mechanical Condition - Inspection. <br /> <br />(a) A vehicle inspection in satisfaction of the requirements <br />of section 32-16 shall be an examination of a vehicle to <br />determine that its equipment, including the lights, brakes, <br />tires and mechanical parts, and any other parts as deemed <br />appropriate by the inspecting authority are in good state <br />of repair and free from obvious defects, and to determine <br />that the vehicle will not be dangerously defective in operation. <br /> <br />(b) Each vehicle passing such an inspection shall have affixed <br />by the inspecting agency a sticker evidencing that the vehicle <br />has been found to be in a safe operating condition and disclosing <br />the expiration date of the sticker. Such expiration date <br />shall be determined by uniform procedure established by the <br />inspecting authority and shall conform to one of the following <br />standards: <br /> <br />(1) It shall be a date six (6) months <br />subsequent to the date of inspection; or <br /> <br /> <br />
