ORDINANCE NO. NS-1394 <br />PAGE FOUR <br /> <br />Sec. 32-1.23. Total Stoppage. <br /> <br />"Total stoppage" shall mean the complete halting of bus trans- <br />portation service furnished within the City of Santa Ana re- <br />sulting from any cause. <br /> <br />Sec. 32.1.24. Vehicle for Hire. <br /> <br />"Vehicle for hire" shall mean any motorbus, taxicab, jitney <br />or other motor vehicle offered in the City of Santa Ana <br />for the transportation of passengers for compensation or <br />used or engaged in the soliciting or pickup of passengers <br />for hire in the City of Santa Ana, exclusive of any vehicle <br />for which a certificate of public convenience is needed <br />and has been granted by the public utilities commission <br />of the State of California. "Vehicle for hire" shall not <br />mean an ambulance, ambulette or other vehicle equipped or <br />previously used for transporting the wounded, injured, sick, <br />handicapped or deceased. <br /> <br />Sec. 32-1.25. Waiting Time. <br /> <br />"Waiting time" shall mean the time when a taxicab is not <br />in motion from the time of acceptance to the time of discharge <br />of a passenger, including any time the taxicab is not in <br />motion due to traffic or the request, act or fault of the <br />passenger, except that the first three minutes elapsing prior <br />to the arrival of the passenger at the beginning of a trip <br />shall not be considered as waiting time, and in no event <br />shall any time be considered as waiting time for any period <br />prior to the time of arrival designated by the prospective <br />passenger when requesting a taxicab. <br /> <br />Sec. 32-2. Permit and Certificate Applications. <br /> <br />(a) An application for a vehicle for hire permit for the <br />operation of a taxicab business shall be filed with the chief <br />of police, shall be verified under penalty of perjury, shall <br />be accompanied by a receipt from the director of finance <br />showing the payment of a nonrefundable fee as established by <br />resolution of the city council, and shall contain or be <br />accompanied by the information and documentation specified <br />in sections 32-2.1 through 32-2.20. <br /> <br />(b) An application for a certificate of public convenience and <br />necessity shall be filed with the clerk of the council, shall <br />be verified under penalty of perjury, shall be accompanied <br />by a receipt from the director of finance showing the payment <br />of a nonrefundable fee as established by resolution of the <br />city council, and shall contain or be accompanied by the <br />information and documentation specified in sections 32-2.1 <br />through 32-2.20. <br /> <br />Sec. 32-2.1. Same - Identification Data. <br /> <br />The application shall contain the following: the name, age, <br />residence, and business address, driver's license number, <br />and present occupation of the person applying for such permit. <br />If the applicant is a partnership or association, the names, <br />ages, residence addresses, drivers' license numbers, and <br />occupations of all associates or partners shall be given; <br />and if the applicant is a corporation, the names, ages, resi- <br />dence addresses, drivers' license numbers, and occupations <br />of all officers shall be given. <br /> <br />Sec. 32-2.2. Same - Financial Data. <br /> <br />The application shall include the following statements from <br />each applicant, or, if an applicant is a partnership or other <br />unincorporated association, from each person or corporation <br />which is financially interested in the business: <br /> <br /> <br />
