ORDINANCE NO. NS- 1405 PAGE THREE CITY ORGANIZATION. to allow the City Council more flexibility in making administrative decisions and to set new rules for holding city elections, including: Shall the Charter be amended: -Revising the procedure to fill Council vacancies and allowing Council to call city elections by resolution; -Allowing the Council to amend the effec- tive dates of the fiscal year and per- mitting a majority rather than two-thirds of the Council to amend the budget; -Expanding Council authority to provide for City staff organization and contract for professional services on personnel matters?
