JEB/ca <br />5/25/78 <br /> <br />ORDINANCE NO~ NS-1424 <br /> <br /> AN ORDINANCE OF THE CITY OF <br />SANTA ANA ADDING DIVISION 3, ARTICLE I1 <br />OF C~APTER 8 TO THE SANTA ANA MUNICIPAL <br />CODE ESTABLISHING LOCAL SECURITY <br />STANDARDS FOR BUILDINGS <br /> <br /> WHEREAS, pursuant to the requirement of Califor- <br />nia Penal Code Section 14051, the chief law enforcement <br />official ("Police Chief") and fire official ("Fire Chief") <br />of Santa Aha have consulted with the chief officer of Santa <br />Ana charged with the enforcement of laws or ordinances <br />regulating the erection, construction, or alteration of <br />buildings ("Director of Building Safety and Housing") for <br />the purpose of developing local security standards and <br />regulations supplemental to those adopted as part of <br />Title 24 of the California Administrative Code relating to <br />building standards, and <br /> <br /> WHEREAS, pursuant to the aforesaid consultation, <br />the said officers have proposed the following local secu- <br />rity standards as a supplement to the Uniform Building Code <br />which does not address the topic of safeguarding property <br />and public welfare by regulation and control of the design, <br />construction methods and materials, use, occupancy and <br />maintenance of all buildings and structures and certain <br />equipment, specified hereinafter, within the City of Santa <br />Ana; <br /> <br /> NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA DOES ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: That the Santa Ana Municipal Code is <br />hereby amended by adding a Division to be numbered 3 to <br />Article II of Chapter 8, which said Division consists of <br />sections numbered 8-200 through 8-212 and reads as follows: <br /> <br />DIVISION 3. BUILDING SECURITY REGULATIONS <br /> <br />Section 8-200. Application and Scope <br /> <br /> The provisions of this Division shall apply to all <br />activities for which a building permit is required by this <br />Article. The requirements of this Division shall apply to <br />existing buildings to the same extent as the requirements <br />of the Uniform Building Code apply to existing buildings <br />pursuant to Section 104 thereof. <br /> <br />Section 8-201. Definitions <br /> <br /> The following terms used in this Division shall have <br />the meanings indicated below: <br /> <br /> "APPROVED" means certified as meeting the requirements <br />of this Division by the enforcing authority or his autho- <br />rized agents, or by other officials designated by the <br />enforcing authority to give approval on a particular matter <br />dealt with by the provisions of this Division with regard <br />to a given material, mode of construction, piece of equip- <br />ment or device. <br /> <br /> "AUXILIARY LOCKING DEVICE" is a secondary locking <br />system added to the primary locking system to provide addi- <br />tional security. <br /> <br /> <br />
