Violations and Penalties <br /> <br /> It shall be unlawful for any person, firm or corpora- <br />tion to erect, construct, enlarge, move, improve, convert, <br />equip, use, occupy or maintain any building or structure in <br />the City of Santa Aha or cause the same to be done, contrary <br />to or in violation of any of the provisions of this Divi- <br />sion. <br /> <br />Section 8-205. Alternate Materials and Methods of Con- <br /> <br />struction <br /> <br /> Materials, methods of construction or structural <br />design limitations provided for in this Division are to be <br />used unless an exception is granted. <br /> <br /> The use of any material or method of construction not <br />specifically prescribed by this Division may be allowed, <br />provided any such alternate method or material has been <br />approved by the enforcing authority prior to use. <br /> <br /> Further, other sound methods of structural design or <br />analysis not specifically provided for in this Division may <br />be allowed provided such alternative has been appproved by <br />the enforcing authority prior to use. <br /> <br /> The enforcing authority may approve any such alternate <br />provided that they find the proposed design to be satisfac- <br />tory and the material and method of work offered is for the <br />purpose intended, at least equivalent to that prescribed in <br />this Division in quality, strength, effectiveness, crime <br />resistance, durability and safety. <br /> <br />Section 8-206. Appeals <br /> <br /> In order to determine the suitability of alternate <br />materials and methods of construction and to provide for <br />reasonable interpretations of the provisions of this Divi- <br />sion, a board consisting of the Director of Building and <br />Safety, the Planning Director and the Chief of Police, or <br />their appointed representatives, shall hear all disputes. <br />The board shall adopt reasonable rules and regulations for <br />conducting its hearings and will issue written findings and <br />conclusions within ten days. Thereafter, if the applicant <br />is not satisfied with the decision of the board, he or she <br />may appeal that decision to the City Council pursuant to <br />Chapter 3 of the Santa Ana Municipal Code. <br /> <br />Section 8-207. Keying Requirements <br /> <br /> Upon occupancy by the owner or proprietor, each single <br />unit in a tract or commercial development, constructed <br />under the same general plan, shall have locks using combi- <br />nations which are interchange free from locks used in all <br />other separate dwellings, proprietorships or similar dis- <br />tinct occupancies within such tract or commercial develop- <br />ment. Every applicant shall be required to provide the <br />enforcing authority with written comfirmation of compliance <br />with the above requirements. <br /> <br /> <br />
