NS-1450.1 <br /> <br />AN EMERGENCY ORDINANCE OF THE CITY OF <br />SANTA ANA FIXING THE RATE OF AND LEVY- <br />ING TAXES IN THE AMOUNT OF EIGHTY-SIX <br />CENTS PER ONE HUNDRED DOLLARS OF ASSESSED <br />VALUATION ON ALL TAXABLE PROPERTY IN THE <br />CITY FOR ALL MUNICIPAL PURPOSES, BEGINNING <br />JULY 1, 1978, AND ENDING JUNE 30, 1979, AND <br />STATING THE REASONS FOR ITS URGENCY <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES <br />ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: For all amounts required for the usual <br />and current expenses for municipal purposes for the fiscal year <br />beginning July 1, 1978, and ending June 30, 1979, a tax of <br />eight-six cents (.86~) is hereby levied upon each one hundred <br />dollars ($100.00) of assessed valuation of all taxable property <br />in the City of Santa Ana. Said tax is hereby apportioned among <br />the various funds as follows: <br /> <br /> For the GENERAL FUND, $ .20 <br />the taxable property in said City; <br /> <br />on each $100.00 of <br /> <br /> For the LIBRARY FUND, $ .15 <br />the taxable property in said City; <br /> <br />on each $100.00 of <br /> <br /> For the RECREATION AND PARK FUND, $ .06 <br />$100.00 of the taxable property in said City; <br /> <br />on each <br /> <br /> For the CAPITAL IMPROVEMENT FUND, $ .09 <br />$100.00 of the taxable property in said City; <br /> <br />on each <br /> <br /> For the RETIREMENT FUND, $ .36 <br />of the taxable property in said City. <br /> <br />on each $100.00 <br /> <br /> SECTION 2: This ordinance shall take effect upon <br />the date of publication hereof. <br /> <br /> SECTION 3: The Clerk of the Council shall transmit <br />to the County Auditor of Orange County a certified copy of this <br />ordinance. <br /> <br /> SECTION 4: The Clerk of the Council shall cause the <br />title of this ordinance to be published in "The Register" within <br />two (2) days after its adoption. <br /> <br /> SECTION 5: This Council finds that this ordinance is <br />urgently required as an emergency ordinance for the immediate <br />preservation of the public peace, health, and safety for the <br />following reasons: <br /> <br /> (a) Certain amendments to the California Constitu- <br />tion establishing a maximum tax rate as approved by the voters, <br />popularly known as "Proposition 13", is currently under Cali- <br />fornia Supreme Court review; <br /> <br /> (b) California Government Code Section 51551 re- <br />quires a certified copy of an ordinance establishing the tax <br />rate to be delivered to the County Auditor by September 1, 1978; <br /> <br /> (c) If, for any reason, "Proposition 13" is invalidated <br />by the California Supreme Court, the City of Santa Ana would be <br />left without an established tax rate. <br /> <br /> <br />
