REL:mS <br />7/13/79 <br /> <br />ORDINANCE NO. NS-1495 <br /> <br />AN ORDINANCE OF THE CITY OF SANTA ANA <br />PROHIBITING NEW CONSTRUCTION ON PROPERTY <br />LOCATED IN THE CD (CIVIC DEVELOPMENT) USE <br />DISTRICT NORTH OF CIVIC CENTER DRIVE AND <br />WEST OF LOWELL STREET FOR AN INTERIM PERIOD <br />PENDING REVISION OF THE GENERAL PLAN. <br /> <br /> SECTION 1: Except as hereafter provided, no <br />new construction or major addition or alteration of any <br />building or structure shall be permitted on any parcel <br />located within the CD (Civic Development) Use District north <br />of Civic Center Drive and west of Lowell Street, and no <br />building permit, conditional use permit, variance, or other <br />entitlement of development shall be issued for any such <br />purpose. <br /> <br /> SECTION 2: This ordinance shall not apply to <br />minor additions or alterations to existing buildings or structures, <br />not exceeding Five Thousand Dollars ($5,000.00) in value, <br />nor to any construction or alteration necessary for the <br />public health or safety as determined by the issuing authority. <br /> <br /> SECTION 3: This ordinance shall be effective <br />for a period terminating two (2) months after the date of <br />adoption unless extended, repealed, or modified by ordinance <br />adopted by this Council. <br /> <br /> SECTION 4: This Council finds that this ordinance <br />is required for the following reasons: <br /> <br /> (a) That area north of Civic Center Drive and <br />west of Lowell Street which is currently included within the <br />CD (Civic Development) Use District is currently designated <br />on the Land Use Element of the General Plan of the City of <br />Santa Ana as planned for High Density Residential Development. <br /> <br /> (b) The City Council of the City of Santa Ana <br />contemplates revising the said General Plan designation to <br />provide for ultimate planned development more appropriate <br />for the objectives of promoting desirable development of the <br />Civic Center area and creating a viable buffer between the <br />said Civic Center area and residential properties to the north. <br /> <br /> (c) Unless prohibited during the period of review <br />and study preliminary to such revision of the General Plan, <br />development may occur which is in conflict with such General <br />Plan revision as finally adopted. <br /> <br /> ADOPTED this 6th day of August <br />the following vote: <br /> <br />, 1979, by <br /> <br />AYES: <br /> <br />NOES: <br />ABSTAINED: <br />ABSENT: <br /> <br />COUNCILMEN: <br /> <br />COUNCILMEN: <br />COUNCILMEN: <br />COUNCILMEN: <br /> <br />Bricken, Griset, Luxembourger, Markel, <br /> Serrato <br />Yamamoto <br />Ward <br />None <br /> <br />VICE MAYOR <br /> <br /> KEITH L.
