ORDINANCE NO. NS-1538 <br />PAGE TW~ <br /> <br /> SECTION 5: That notice of the time and place <br />of holding said special municipal election is hereby given, <br />and the Clerk of the Council is hereby authorized and directed <br />to give such additional notice thereof as required by law. <br /> <br /> SECTION 6: This Council finds that this <br />ordinance is urgently required as an emergency ordinance for <br />the immediate preservation of the public peace, health and <br />safety for the following reasons: Capital improvements are <br />urgently needed in the City to alleviate problems of traffic <br />congestion and inadequate sewer and storm-water drainage. <br />The cost of the construction of needed improvements can be <br />minimized by prompt action to start construction before <br />labor and material costs escalate. Issuance of general <br />obligation bonds of the City provides the best possible <br />method of financing such necessary construction promptly. <br />In order for such bond issue to be approved by the electorate <br />at the November 4, 1980 election, this ordinance, calling <br />for a special municipal election on such date, must be <br />adopted as an emergency ordinance. <br /> <br /> THEREPORE, the City Council declares that this <br />ordinance shall take effect, and be adopted, as an emergency <br />measure and is to be effective from the date of adoption as <br />set forth in the Charter of the City of Santa Ana. <br /> <br /> ADOPTED this. 18th day of <br />by the following vote: <br /> <br />August , 1980, <br /> <br />AYES: MEMBERS: GRISET, LUXEMBOURGER, <br /> WARD, YAMAMOT0 <br />NOES: MEMBERS: NONE <br /> <br />MARKEL, <br /> <br />SERRATO, <br /> <br />ABSENT: MEMBERS: BRICKEN <br /> <br />APPROVED AS TO FORM: <br /> <br />E' · COOPER <br />City Attorney <br /> <br /> <br />
