ORDINANCE NO. NS- 1561 <br /> <br />AN EMERGENCY ORDINANCE OF THE CITY OF SANTA ANA CHANGING <br />A HOLIDAY TO BE OBSERVED BY CITY EMPLOYEES FROM DECEMBER <br />24, 1980 TO DECEMBER 26, 1980, AND STATING THE REASONS <br />FOR ITS URGENCY <br /> <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: That, notwithstanding anything to the contrary in Section 9-135 <br />of the Santa Aha Municipal Code, December 24, 1980 shall not be a legal holiday <br />observed by City employees and December 26, 1980 shall be a legal holiday observed <br />by City employees. <br /> <br /> SECTION 2: This Council finds that this Ordinance is urgently required as <br />an emergency Ordinance for the immediate preservation of the public peace, health <br />and safety for the following reasons: <br /> <br /> 1. Since December 25, 1980 is a holiday and December 27 and 28, 1980 are <br />weekend days, large employee absenteeism is to be expected on December 26, 1980. <br />Changing the holiday from December 24 to December 26, 1980 will thus increase <br />total employee attendance and consequently total service to the public during the <br />work week beginning December 22, 1980. <br /> <br /> 2. The requirements imposed on the City to meet and confer with employee <br />representatives prior to any change in the terms and conditions of employment were <br />not completed in time to allow the abovesaid change in holidays according to the <br />regular process of Ordinance adoption. <br /> <br /> THEREFORE, the City Council declares that this Ordinance shall take effect, <br />and be adopted, as an emergency measure and is to be effective from the date of <br />adoption as set forth in the Charter of the City of Santa Aha. <br /> <br /> ADOPTED this <br />lng vote, to-wit: <br /> <br />15th day of December <br /> <br />1980 by the follow- <br /> <br /> AYES: <br /> <br /> NOES: <br />ABSENT: <br /> <br />COUNCILMEN: Griset, Luxembourger, Markel, Ward, Yamamoto <br />COUNCILMEN: None <br /> <br />COUNCILMEN: Bricken, Serrat0 <br /> <br />ATTEST: <br /> <br />APPROVED AS TO FORM: <br /> <br />CITY ATTORNEY ~ <br /> <br /> <br />
