ORDINANCE NO. N.S. - 1664 <br /> <br />AN ORDINANCE OF THE CITY OF SANTA ANA PROVIDING FOR <br />THE CITY OF SANTA ANA HEALTH FACILITIES FINANCING <br />LAW, INCLUDING GENERAL PROVISIONS AND DEFINITIONS, <br />POWERS AND PROCEDURES TO ISSUE REVENUE BONDS FOR <br />THE PURPOSE OF PROVIDING FINANCING TO PARTICIPATING <br />HEALTH INSTITUTIONS FOR SPECIFIED PURPOSES, AND <br />CERTAIN OTHER SUPPLEMENTAL PROVISIONS <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES <br />ORDAIN AS FOLLOWS: <br /> <br /> Section 1. TITLE. This ordinance may be cited as <br />the City of Santa Ana Health Facilities Financing Law. <br /> <br /> Section 2. PURPOSE. The Council hereby finds ana <br />declares that it is necessary, essential, a public purpose <br />and a municipal affair for the City to be authorized to <br />provide financing to health institutions that provide <br />essential services to residents o~ the City in oraer to ai~ <br />such health institutions in containing costs and thereby to <br />enable such health institutions to establish lower rates and <br />charges than would otherwise prevail and to provide better <br />service at such rates and charges. Unless the City <br />intervenes to provide such financing, such rates and charges <br />may increase at an ever accelerate~ pace because such health <br />institutions cannot obtain financing at equivalent cost from <br />private sources. <br /> <br /> Section 3.
