ORDINANCE NO. NS-1665 PAGE FIVE Ail new construction and substantial improvements of nonresidential structures in the AO, AH, A7, or A8 zones must either: (1) Have the lowest floor (including basement) elevated above the crown of the nearest street to or above the depth number specified for the AO zone or to or above the base flood elevation specified for the AH, A7, or A8 zone on the flood insurance rate maps; or (2) Together with attendant utility and sanitary facilities, be completely floodproofed to or above that level so that any space below that level is watertight with walls sub- stantially impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. SECTION 10: That Section 7-33 of the Santa Ana Municipal Code is amended to read as follows: Sec. 7-33. AO, AH, A7, and A8 zones - Mobile homes. (a) No mobile home shall be placed in the AO, AH, A7, or A8 zones unless anchored to resist horizontal forces on the home of nine (9) pounds per square foot and uplift forces of fifteen (15) pounds per square foot. (b) No permit for the placement of a mobile home in any mobile home park or subdivision in the AO, AH, A7, or A8 zones shall be issued until such mobile home park or subdivision has filed with the city manager an evacuation plan indicating alternate vehicular access and escape routes. SECTION 11: That Section 7-51 of the Santa Ana Municipal Code is hereby amended to read as follows: Sec. 7-51. General development standards. The director of public works shall review the following proposals for development in the A, AO, AH, A7, A8, or Al6 zones:
