The Project fulfills land use goals <br />and policies of the City and the Santa Ana Planning <br />Department providing for the type and mix of uses <br />contemplated by the Santa Ana General Plan, the <br />Santa Ana Redevelopment Plan and Specific Develop- <br />ment Plan No. 43. The Project represents the <br />City's efforts to realize development on the Project <br />site in accordance with these plans. <br /> <br /> u. The Project will encourage redevelopment <br />of surrounding areas. <br /> <br /> v. The Project is necessary to maintain <br />quality development in the City and promote new <br />development in the City. <br /> <br /> w. The Project will generate approximately <br />12,583 permanent employment opportunities at ulti- <br />mate buildouto A worker concentration of this <br />magnitude will generate a positive effect on the <br />City's economy through increased local spending <br />for goods and services. <br /> <br /> x. The City and the Planning Department <br />received comments and responses regarding the EIR <br />prepared for the Project ("EIR") from public <br />agencies, including the following: Office of <br />Permit Assistance of the Office of Planning and <br />Research, Department of Food and Agriculture, <br />the California Regional Water Quality Control <br />Board, the Department of Water Resources, the <br />Department of Transportation, the South Coast <br />Air Quality Management District, the Orange County <br />Sanitation District, the County of Orange, the <br />City of Costa Mesa, the City of Irvine, the County <br />of Orange-John Wayne Airport, and the Airport <br />Land Use Commission for the County of Orange. <br />These comments were adequately responded to by the <br />City. The significant affects described in such <br />comments or responses were avoided or substantially <br />lessened by the mitigation measures described in <br />the EIR, or significant effects described in such <br />comments and responses were outweighed by the facts <br />set forth in this Statement of Overriding Con- <br />siderations. <br /> <br /> <br />
