ORDINANCE NO. NS- 1951 <br />PAGE THIRTEEN <br /> <br />SECTION 26: That section 7-54 of the Santa Ana Municipal <br />Code is hereby amended to read as follows: <br /> <br />Sec. 7-54. Sewage systems. <br /> <br /> The executive director of public works shall assure <br />that new and replacement sanitary sewage systems in the A, <br />AO, AH, A7, A8, and Al6 zones are designed to minimize or <br />eliminate infiltration of flood waters into the systems <br />and discharges from the systems into the flood waters. <br /> <br />SECTION 27: That section 7-55 of the Santa Ana Municipal <br />Code is hereby amended to read as follows: <br /> <br />Sec. 7-55. Waste disposal systems. <br /> <br /> The executive director of public works shall assure <br />that on-site waste disposal systems in the A, AO, AH, A7, <br />A8 and Al6 zones are located to avoid impairment to them <br />or contamination from them during flooding. <br /> <br />SECTION 28: That section 7-56 of the Santa Ana Municipal <br />Code is hereby amended to read as follows: <br /> <br />Sec. 7-56. Watercourse alterations. <br /> <br /> The executive director of public works shall notify <br />adjacent communities and the state coordinating office <br />prior to any alteration or relocation of a watercourse in <br />riverine situations. He shall submit copies of such noti- <br />fications to the federal insurance administrator. He shall <br />assure that the flood-carrying capacity within the altered <br />or relocated portion of any watercourse is maintained. <br /> <br />SECTION 29: If any section, subsection, sentence, clause, <br />phrase or portion of this ordinance is for any reason held to <br />be invalid or unconstitutional by the decision of any court of <br />competent jurisdiction, such decision shall not affect the <br />validity of the remaining portions of this ordinance. The City <br />Council of the City of Santa Ana hereby declares that it would <br />have adopted this ordinance and each section, subsection, sentence, <br />clause, phrase or portion thereof irrespective of the fact that <br />any one or more sections, subsections, sentences, clauses, phrases, <br />or portions be declared invalid or unconstitutional. <br /> <br />SECTION 30: Neither the adoption of this ordinance nor the <br />repeal hereby of any ordinance shall in any manner affect the <br />prosecution for violation of ordinances, which violations were <br />committed prior to the effective date hereof, nor be construed <br /> <br /> <br />
